The State (ABT) has issued Quota licenses for the following counties through a double-blind selection process:
- Charlotte County (1)
- Duval County (1);
- Dade County (2);
- Hillsborough County (1);
- Lee County (1);
- Manatee County (1);
- Orange County (2);
- Osceola County (1);
- Polk County (1);
- Sumter County (1).
